Quite simple.
The Queue is empty (2033) and you aren't handling the exception.
Wrap it in a try catch. If the reason code is 2033 dont let the program bomb out.

No problems at all as each propogated message has it's own LocalEnvironment tree.

I have done something similar i.e. routing ouput messages to diifferent parts of the flow and it worked no probs.

Sounds like your using a separate broker for the Config Manager and the Broker which is fine, however you havent set up the channels between the two.
