Under what circumstances is the exception message produced? I need to be able to distinguish between a controlled rollback and an abend. I am assuming that the message is created whenever a request message has the backout count incremented. Is this correct?

No. MQRO_EXCEPTION has nothing to do with backout count. Such report is generated when the original message cannot be put into the destination queue (for example, because it is full or doesn'r exist)
