Hmmm... A strange one.
Not sure whats wrong here.
You said that the you were able to clear the queue without any errors and the error that you are getting on a start suggests that someone has kept the queue open. Which is contradicting itself.
You could write a test app or modify amqsget to use MQOO_INPUT_EXCLUSIVE on the open to see if you can get an exclusive handle to this queue. If you can then there is something wrong somewhere else. Otherwise it means you have someone who has this queue opened. Try and find out whos that.
I know this is nowhere near resolving the issue. But i dont think you have many choices here. As strmqcsv has a very limited scope and hence the errors.
