For WMB SSL over tcp/ip configuration.We are creating ConfigurableService using mqsicreateconfigurableservice command but not sure which service it should be TCPIPServer or TCPIPClient?

Which end initiates the connection?

The config service type relates to the node type you are using.
You need to use them together. Just creating a configurable service alone won't do the job.
