From the link above, it is stated that the EMC Celery family is not supported for MIQM because it uses the mandatory locking mechanism. I wonder if this issue has been resolved? If not, is there any work-around?

If your client's EMC software is able to provide shared storage that does not use mandatory locking, then your client's EMC software is likely supported under the rules for MQ multi-instance technology using shared storage that are documented.
If your client's EMC software is not able to provide shared storage that does not use mandatory locking, then your client should evaluate the cost of implementing additional shared storage that does not use mandatory locking against the cost of implementing an MQ high-availability solution that does not use MQ multi-instance technology.
