Hi,
I am getting error "Could not create JVM" while upgrading WMB toolkit from v7.0.0.0. to v7.0.0.3. on windows 32 bit server ..

Right, so the upgrade didn't complete successfully.
Reapply the fixpack...
And make sure you update Installation manager first. |
