I am not aware of internals.. Logging and Queue Files! Will the message be in both logs and queue file?

The logs are used internally by MQSeries to make sure persistent messages are not lost during any kind of failure and optionally (if you use linear logging) to provide recovery from media loss/failure. So, sometimes the message is also written to the log.

But, the logs are not readable/useable from an application program.

So, Isn't message written to circular logs?

Yes they are, however this will not support media recovery (Rebuilding a queue to the state it was in before it became damaged).
