How can an admin easily determine if OAM has been disabled in a Windows environment? Hopefully this might be the presence or absence of a particular amq process in the task list?

See changes to Windows registry keys from their defaults:

Bruce, it does not allow turning OAM on/off; it's a once-and-once-only shot and the queue manager has to be deleted and recreated.

You are absolutely correct (and didactic at the exact same time). I should have said on OR off, or enabled or disabled, so as not to imply that this could be toggled in real-time. As the InfoCenter doc states, this is a qmgr create-time setting.
