WMB 6.1.0.3 in z/OS

I need active flow statistic , but not work, when i active statis. flow not runnig, not display error..only not work, what is the problem¿?

i complete this steps:
mqsistop BRK1
mqsichangebroker BRK1 -v 10
mqsistart BRK1
mqsichangeflowstats BRK1 -e default -f flow1 -a -t basic -n advanced -c active -b none -o xml

but i recive message with 0 byte in topic $SYS/Broker/+/StatisticsAccounting/+/+/+
...every 10 minutes.

Is necesary other step?
