Well.

It would be able to be used.

If the iSeries could be used as a client at all.

Which, like zSeries, it can't.

It can be used in the sense that CRTMQMCHL can define CLNTCONN channels in a local CCDT on iSeries (and using CSQUTIL on z/OS), but the MQ Client is not actually available for these platforms to actually read the file. It is possible to binary transfer the CCDT to a platform supported by MQ Client (Unix & Windows) and use it there, provided the MQ Client is the same or later version as queue manager that created the channel. However, most shops build their CCDT on Unix or Windows because its easier to use RUNMQSC or MQE.

iSeries can run the Jave MQ "client". And Java can reference a Client Channel Table in current versions of MQ.

The problem seems to be that whomever gave you the requirement has no understanding of the environment. I would have thought that you do have a qmgr on the AS400 and that it is supposed to be as stable as in zOS.
Now why would you ever need another qmgr. If the qmgr goes down so does your app. Live with it and use another LPAR as a failover...

Yes, sorry, my apologies. (Do research before opening mouth on platforms that I don't know very well)

The "WMQ i5/OS Quick Beginnings V7.0" says:

Clients
WebSphere MQ for i5/OS, V7.0 supports connection from any MQ V5.3 or later client. However, only WebSphere MQ classes for Java and WebSphere MQ classes for JMS client will run on i5/OS clients.
