Are you installing as a domain/active directory account? I'd go and try using a local account.

It looks as though there was a previous install too:

You might try removing all references to the previous installation before giving it another go.

In my error log I see AMQ7006 Missing attribute prefix from configuration data. This means that my registry is corrupted. Can I delete the folder MQSeries and GSK7 in the registry?.

With the usual caveat, ensure you have a full backup of the Registry...

Hunt through the Registry and remove all references to WMQ and its components.

The problem has been resolved. It has to do with my DNS. Because my USERID is recognized as a bad ID in the database therefore MQ does not allow me to create QM and so on. Also MQ does not allow me to start QM because it refers back to the logs before QM can start. Since my USERID is recognized as a bad ID therefore QM cannot refer back to the logs.
