This may be the one millon time someone asks for the same but since I didn't find the answer:

What is the difference between Open or Not Fixed queues ?
Should I always have it "Not Fixed" ?

Our best practice here is "only use not fixed", but nobody knows what it does.

Read up on it in the MQ cluster manual and ask any follow up questions. Its clearly explained there.
