When do i have Linier Log and when do i have circular log? why?

You have circular log when the logs rotate. You have linear log when they don't.

Linear logging allows you to recover damaged objects in the event of media failure. Circular logging does not.

Linear logging also means you must have a procedure in place for "cleaning up" linear logs that are no longer needed .....

Your subject line mentioned "MQ Error Logs". Linear and circular logs are not error logs, they are transaction logs. These logs are used by MQ to protect data; they are not human-readable and, in most instances, should not be touched.

MQ does write a variety of error logs in addition to transaction logs. It can be confusing at first. Error logs are very human-readable and are very useful in troubleshooting.
