Can anyone tell me the purpose of SYSTEM.BROKER.IPC.QUEUE.* queues. I assume they are related to WBIMB. There are threads attached to the queues but I never see any messages.

The IPC (Inter Process Communication) Queues are used for internal pub/sub communications between Execution Groups. They are used internally within the broker to send event publications reporting the updates in the main process to subordinate pub/sub resources. They are temporary dynamic queues and get regenerated each time the broker restarts.
