I am using websphere application server 5.1 and websphere mq 5.3 .
I need to access mq topics though my application which resides on the websphere application server. While configuring topic destinations in websphere application server, i need the base topic name. This is the topic on mq. How do i go about creating the topic on mq on aix. I couldnt find any commands to create topic, similar to the commands to create queues.

If I understand what you are trying to do, you should be defining a 'WebSphere MQ Topic resource' from the admin console. You'll supply a name that you'll use for the topic from a lookup standpoint and you'll also supply the underlying WMQ topic (base topic name). You won't supply a queue. That will be the job of the subscriber.
