Are there C equivalents of the getLocalEnvironment and getGlobalEnvironment functions that are available in Java?

Hi,

LocalEnvironment has been renamed from DestinationList (which it is still called in the C plugin Interface). The globalEvironment is really the Environment, and there is a seperate C plugin API call to obtain it.
