When creating the workflow config for a web client, I have the option of connecting to a remote server where the Workflow server and cluster reside. Does the workflow config utility add the local QM to the remote cluster? What if it can't connect to the remote QM? Should there be an error? Also, if I can't complete the client <--> server setup using the config utility, can I manually set up the queues and channels between the local and remote QM as a workaround to the config utility problem?

I am not sure about this. Theoritically you should be able to but you should know everything that config utility does.
