If your application is running and tries to make an MQ Api call just at the time when the queue manager is brought down and is in the process of ending, the QMGR returns this reason code. So as to inform the application that the queue manager is now ending and you take appropriate action.

It should also be mandatory  for any GET with WAIT call, as this will notify the application that the Queue Manager is on it's way down immediately and not wait for the expiry of the WAIT, which could be indefinite. If you don't do this with an indefinite wait, then it's impossible to shut the Queue Manager down cleanly as the application is waiting for something that will never happen, a message to appear, and the Queue Manager is waiting for the application to end.
