Clearly you need a compiler / linker available, and some knowledge of C coding!

Once over this hurdle, follow the instructions in Chapter 25 of the Application Programming Guide "Building your application on Windows Systems". This gives details of the libraries which must be linked with the code (either client or server depending on need) and the few compiler switches you need.

I can personally verify these instructions as accurate & there's no real gotchas to be wary of.
