Seen something similar once, when the listener was running as root instead of mqm.

2035 points to lack of authority to carry out the operation. Are you trying to use a trigger to start the channel? If so which use id are you using? Focus on the proper authority, you could try and run everything under your own Id. and make sure your id belongs to mqm and even Administrators (just to rule out anyother config issues, once you know it works with Admin you can take away Admin).
