runmqlsr -t tcp -m <qm name> -p <port number> WILL bind the listener to the port number specified. But dont go by the MMC to verify this listener to be using <port number>. Meaning, runmqlsr will always start the listener on the port specified ONLY. Hence you could use this in your script and it should work just fine.
