Imagine the qalias as a wrapper to the real object (the queue). So if somewhere an application is accessing the queue through the alias(wrapper) the alias is deemed to be in use.
Now if you have defined your alias as being part of a cluster I would deem it prudent to first remove the alias from the cluster before you try to delete it.
