I developed a "user defined extenstion" to WebSphere .... I want to check the state of the trace from the _evaluate() call ... how can I do it ... ?

The trace flag wich can be viewd by the mqsireporttrace and is set by the mqsichangetrace utility ....

I don't think it's possible to have such a flag to get trace for a plug-in node. However, you could have your plug-in node write to some log/trace file.
