Well, not so unorthodox after all. Failing over a complete root zone is the only way to make sure that you don't fail over to an environment that is running a different version of MQ.
Which is true with pre-7.1 versions. I guess with 7.1 multiple installation support you could install the product on the global zone, for each environment in it's dedicated location and then inherit to the sparse zones where you configure the queue managers. I wonder if that would make the failover faster, too?
