So - if we just wanted to do FIFO - is there any additional overhead in the queue manager if the XMIT queues are defaulting to priority and all the priorities are the same?

Probably as the queue manager will check for priority when it does a get to make sure the message it provides is the highest.

Unless your queue is really, really deep I doubt you'd be able to measure it without very sensitive timing.
