On Unix how can we stop the trigger monitor and the listener without using kill - 9? Also is there a way to do this from runmqsc? Thanks.

I am not sure whether there are commands to stop trigger monitor or not.
You could use command endmqlsr to end Listner process. Equivalent MQSC command for this is Stop listner. I think, this command is only supported on OS/390.

I think the preferred method for "ending" the trigger monitor is to simply turn off the trigger on any triggered queues. The trigger monitor will happily wait, oblivious to the fact that it will never receive a trigger message. And of course, it ends gracefully when you end the queue manager that it is connected to.
I've actually been thinking about writing a smarter trigger monitor. One that would allow you to specify things like the nice value you want the process to run as in the process definition. Another useful thing might be to give it the ability to receive command messages on whatever initiation queue it is listening to that would tell it to do things like shutdown...
