To generalise the advice: use V6.x tools for V6.x brokers; use V7 tools for V7 brokers.
Makes perfect sense.

Yes, this is a valid assumption and I am working on tracking down the right person with the ability and access to disable the FW for a test.

Well that's true - in one respect.
Our FW rules are AD controlled and thus my colleague with the working Toolkit on Win7 has the same rules yet a working Toolkit.
