You need to restart the QM to pick up any changes to qm.ini.
Yes, I have restarted after every change to mqs.ini and qm.ini.
Although even without restarting, each new connection seems to check ... |

It well depends on the fixpack of MQ v5.3. Make sure you are at FixPack 14.
Do nothing else until you are at FixPack 14.

Running outside inetd also reaches max channels (AMQ9513) at 100, so inetd does not seem to be the reason for this behaviour.
Are there any other parameters in mqs.in ... |
