That looks like a class path error to me.

i thought it was, so what i did initially before posting was to make sure setupclasspath.bat was updated with the mq jars. that didn't work. ...

yeah, which is why personally i'm all for 2 initially...

what i can do for 1 for failover to work is to move the interface qmgrs out to another machine, and implement os clustering on that machine. ...
