Can a HTTP server (IHS) plug-in be used to load balance HTTP requests to 2 WMB brokers?

Is the DB2 Runtime Client (RTCL) required to be installed for WMB 6.1 running on AIX if the the broker uses a remote DB2 database (located on a separate AIX system)?
