In the past IBM has discounted (1/2) licenses for MQSeries and WMQI running on development environments. Does any one know if that is still true? Any documentation that can be referenced?

I ran into the same problem, are you using sudo??
They way I was able to overcome this issues was by changing the directory permissions to rwxrwxrwx (chmod -R 0777 /tmp/mq_license).
