You need to make sure that mq client lib path are set properly and whiel running rfhutill it able to acess rquired mq client lib.

if your QMGR also using same cert,then it should be in amqerror logs.
Otherwise check ur cert using keytool commands
Normally should maintained a process docs which have all list cert expiry time ... |

Stop config Mgr, Broker and broker database properly.
Make sure that all component stopped cleanly.
Then start in properly and check ur broker user log.
Then stop all any existing deployment g ... |

seems like u mention wrong "DRIVER=libdb2Wrapper " directory location.
Correct with right driver location, u can find out from the db2 client u installed on Broker server. |
