If it doesnot start .. try starting on command line " strmqm <QMGR> "

Have you checked if DB2 client 32 bit is supported for 64 bit DB2 servers for workflow configuration
May be 64 Bit DB2 is not yet supported..
can you check with IBM regarding that.

The installation of monitor itself should take care of the connections to MQ Workflow. Therefore runtime Client should be no different than any other client of MQ Workflow.
