I got the problem solved ...
I used the command
rpm -ivh --nodeps --force-debian --prefix /opt/mqm MQSeriesRuntime-*rpm
We should add -- prefix /opt/mqm in the command

Note also that this migration happened not in IIBv9 but in WMBv7, which was the first version to use the queue manager for pub / sub support.
