I had the same problem and it was the extension name of the copy book. I changed the file name from cobolinput.txt to cobolinput.cbl and it worked.

Worth a try.

This is a known problem (internal defect 31975) and a fix is available fro download from IBM and a patch to csd 4 is forthcoming.
