setmqcap doesn't apply to version 6.

Version 5.3 is going out of service soon. You should be running on v6.

It is always your responsibility to make sure your software is properly licensed for ...

How we check whether we have a correct license for MQ6.
Check the no of CPU's in the box and then check the invoice for the software license
