Now the problem is solved and as i suspected was related to the AIX ML.
We had to patch the c++ runtime libraries to 9.0.0.3

Maybe you're right. Now it seems it's an MQ problem, sorry guys.
In the qm.ini we definied 400 channels
Channels:
MaxChannels=400
MaxActiveChannels=350
Max handles are 256 MAXHA ... |

Set it to a STOPPED state, and retry.

I made a typo, when created a new configmanager, and used a queue manager which is already hosting a config manager.
