I came across the EXACT same problem and here is what resolved it.
Flow1: IN ... (WSA ON) -> Compute -> SOAPReply
Notice the bold WSA ON , if it is turned off then this problem occurs s ... |

Using the same commands (as USER1) and working for DSN1 but not for DSN2 (may be , since it is created by USER2).
