The 2195 error should also create an *.FDC file. I'd take a look at it to see if it sheds any light on what is wrong.

a little bit more info.
1. Create qmgr with name QMGR
2. Set PROVIDER_URL=QMGR in JMSAdmin.config.
3. Start JMSAdmin (JMSAdmin -t -v)
