I think you misunderstand what it means to "start" a SVRCONN.
can you tell me what "start" a SVRCONN means?
Are you trying to limit which SVRCONNs a user can connect to?

running ipconfig /flushdns on the clients should certainly help.

Or something trying to access the MQ port with a non MQ protocol (telnet ?)
