i know the questions may sound silly, but i am bit confused about them

1. In an environment,if queue managers are in hub and spoke configuration, does it mean that they form a cluster?

2. what happens if all the repository managers fail--does the work stop or do the qmgrs continue working using info in their partial repository?

1) Not unless the queue managers are defined to be clustered.

I'm less sure about #2. I think everything should keep working, but if you need to open a new connection from one queue manager to another, you may have difficulty. And changes will not get propogated.
