Can we change the wsse & wsu namespaces which were used by the policy Sets?

For example: If we create a new policy set, it uses these namespaces:
wsse=http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-secext-1.0.xsd
wsu=http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-utility-1.0.xsd

In order to call a legacy service using ws-security I have to match the older version of these namespaces and would like to use:

wsse=http://schemas.xmlsoap.org/ws/2003/06/secext
wsu=http://schemas.xmlsoap.org/ws/2003/06/utility

I am using soapRequest nodes and ws-security (signature on the body).
