if we use embedded ODM in IIB then in which scenarios we need a license and if we use decision node in IIB can we cache the requests,

You can certainly store questions you've already asked and the answers you got, but the decision node won't do that automagically. If you cache the answers, you need to balance retention within cache against agility of business rules.
