Why are you saying mustUnderstand is a namespace?

yeah the problem solved iam using policy sets and policy bindings for ws securtiy
i have included user defined soap headers in the soap request node under the advanaced propertys
so what i did is add a header with header name :Security
headers name space as

http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-secext-1.0.xsd

this solved the problem
Thank you for all your repplys
