I need to know the history of the time the queuemanager was up..is there any way to find

Errrrrrr Have you looked in the Event logs?
or the QMGR Logs?

Why do you need to know this?
some QMGRS don't get shutdown for many months or even years.
Is it that important?
It will always be less than the system uptime.

There seems to be an event message put on SYSTEM.ADMIN.QMGR.EVENT when the QM starts - I guess that could be browsed and the put date and time would indicate the QM start.

Of course there can be other types of event message on that queue so it would need to be selected by event type (or whatever it's called).

Well, I don't think there is any question about it. It can only be attributable to human error. This sort of thing has cropped up before, and it has always been due to human error.
