Does anyone know of a tool that allows for administration of queue managers through a web service? The idea is that such an interface would make for simpler automation of administrative tasks than using PCF or MQAI, and would also facilitate remote administration from mobile devices.

There's any number.

The ones I'm most familiar with are not allowed's not allowed & contact admin's Contact Admin, both of which have MQ & IIB components as well as components for the usual suspects like WAS, etc.

Other products are undoubtedly available, these products may or may fit your needs, the value of your investments may go up as well as down and no liability express or implied is accepted for loss or damage howsoever caused.

I think you missed the /s in Vitors reply.

Most organisations would never allow the management of a production queue manager from a mobile device. YMMV but I tend to agree with him.

I would not have thought not allowed.com & contact admin.com would have been tricky to find even without the aid of Google. Still:
