It does sound like it. If you believe that you're putting sufficient messages to trigger the notification, it's PMR time.

For reference it would have been worth proving that the integration server was trying to publish the WLM notification publications. The WLM functionality will write two Activity Log entries when:

1) The notification threshold is exceeded.
2) The rate drops back below the notification threshold after it was exceeded.

If you were to view the activity log for the message (in MBX) then you should see BIP12072 and BIP12073 in this log. Activity log entries are also written to user trace and user trace also captures a BIP7099 which shows when a message is published to a topic. So if none of these messages were logged then the integration server is not publishing the messages. If you do see these messages then there is an issue with the subscriptions.
