The KC tells you all you need to know about the command.
For the advanced user there is also an undocumented -c switch that displays the pids actually active/currently active and that will have to close before the qmgr can be restarted.... Especially useful after the qmgr has been shut down but also displayed on the command line return if you try to start the qmgr...

In background, the command works the same way as in foreground. Is that what you are asking?

If you are asking exactly how the command works internally, that is proprietary to IBM. The command works as described in IBM documentation.

However IBM chooses to make it work... Its internal operation could change from version to version and the IBM knowledge center would not document it.

If you need the definitive status of a queue manager on any version of MQ, use the output of 'dspmq'.
