I have two scenarios ,whether to consider the first one or second one.
all the target services are webservices. I am looking for pros and cons for these two cases.
Please kindly let me know .
1. IIB -> DP - Paymentgateway.

2. DP -IIB ->Paymentgateway

What is 'DP'

A little (if not a lot more) explanation would really help. We can't see inside your mind.

Tell us why you are considering the two setups?

it should be IIB -> DP - Paymentgateway.

It is better not to expose IIB to Payment gateway.
You should use Datapower as Gateway ESB which has the supported feature to be expose to outside world.

Unless the IIB is inside the OP's site.
