The reason code is 2397. The agent will retry the operation every 30 seconds.
[13/07/2015 13:24:21:081 EDT] 00000013 AgentRecovery E BFGAG0132E: WebSphere MQ reported a problem with the SSL configuration for this agent (WebSphere MQ reason code: 2397). The agent process will now exit.
[13/07/2015 13:24:21:081 EDT] 0000000e AgentRuntime E BFGAG0061E: The agent ended abnormally
[13/07/2015 13:24:21:097 EDT] 0000000e AgentPublicat W BFGMQ1007I: The coordination queue manager cannot be contacted or has refused a connection attempt. The WebSphere MQ reason code was 2397. The agent's presence will not be published.

did the configuration ssl on that agent

How? What steps did you follow? How do you know that the configuration is correct? How do you know the SSL configuration on the queue manager you're trying to use is a) correct b) matches with the configuration of the agent (trusted CAs and so forth)?

Because this 2397 error is indicating quite clearly that something in the configuration is wrong somewhere.

Then go back to your manager and either a) have these people "encouraged" or b) have alternate training arranged.
